Linking is two steps: sign up on the web, then confirm on WhatsApp. Nearly every failure is the second step not completing.

You have signed up but messages are going nowhere. Work through these in order.
Linking completes when you confirm on WhatsApp. Without that reply, the number is registered but not active — this is by far the most common cause.
Use the full international format for a UK mobile — +44 followed by the number without the leading zero. A number entered as 07... may not match the WhatsApp account messaging in.
Messages from a different phone will not be recognised. If you registered a business number but message from your personal one, nothing will link up.
Landlines and some VoIP numbers cannot use WhatsApp. The number must be one that WhatsApp itself works on.
If you switch phone numbers, update it in your account rather than signing up again — otherwise you end up with two accounts and your history split across them. Details in getting started.
Usually because the confirmation step was never completed — you need to reply YES on WhatsApp after signing up. Also check you are messaging from the exact number you registered, in full +44 format.
